Special Presentations and Reports A. Sewer Master Plan Update Objective: Water Director Nora Bertram and HR Green Vice President of Water Resources Ajay Jain are providing a status report on Elgin’s Comprehensive Sewer Master Plan. This ongoing study will develop alternative strategies to inform the city’s long-term control plan for managing sewer overflows into the Fox River as required by the IEPA. The presentation will provide the current findings and discuss the remaining next steps within the plan development process.

C. Amendment to The Courtyard at 40 Redevelopment Agreement with Courtyard 40, LLC ($6.31 Million, Not to Exceed $6.77 Million) Objective: Amend the redevelopment agreement to continue the historic renovation and adaptive reuse of the five-story office building at 40 DuPage Court with a mix of 40 studio, one- and two-bedroom, market rate apartments and ground floor retail space.

D. Supplemental Funding for the Police and Firefighters Pension Funds ($3,000,000) Objective: Provide the police and fire pension funds with additional financing as a means of enhancing current funding levels to accommodate future benefit payments and mandated funding levels.

Design Engineering Services Agreement with Engineering Enterprises, Inc. for the 2024 Highbury Resurfacing Project ($135,470) Objective: Analyze, design, and prepare construction documents for the resurfacing of various collector and residential streets for the 2024 neighborhood street and 2024 collector street resurfacing programs.

Design Engineering Services Agreement with Hampton, Lenzini & Renwick, Inc. for the 2024 Various Resurfacing Project ($235,180) Objective: Analyze, design, and prepare construction documents for the resurfacing of various collector and residential streets for the 2024 neighborhood street and 2024 collector street resurfacing program.

J. Acceptance of the US Department of Justice Patrick Leahy Bulletproof Vest Partnership Grant ($2,254 Grant) Objective: Secure grant reimbursement from the US Department of Justice for expenses associated with the purchase of protective soft body armor vests.

L. City Council Meeting Schedule for 2024 (No Cost) Objective: Establish the 2024 schedule of city council meetings in compliance with the Open Meetings Act.
